The Mexican government seems confused. Yesterday US Secretary of State Hillary Clinton recognized that Mexico is a vibrant democracy and denied that Mexico was a failed state. However, the US Secretary for Homeland Security Janet Napolitano also stated yesterday, before the US Senate, that drug trafficking is a threat to the existence of the Calderon administration.
